The Sangguniang Bayan (SB) confirms the appointment of Atty. Melinda Rose R. Fernandez as Municipal Government Department Head I (HRMO) during its 7th Regular Session today, February 16, 2026. This decision follows after endorsement from the Municipal Mayor, Mary Clare Judith Phyllis Jose-Quiambao, dated 10 February 2026.
Atty. Fernandez’s career progression includes roles as Attorney III, as well as Officer-in-Charge of the Special Economic Enterprise, OIC-Municipal Librarian, and OIC-Municipal Cooperative and Development Officer of LGU-Bayambang.
Prior to her appointment, the Committee on Civil Service and Personnel had conducted a thorough review of Atty. Fernandez’s qualifications and found her highly qualified and recommended her confirmation, which was formalized through a resolution authored by Sangguniang Bayan Member Jose S. Ramos.
In confirming Atty. Fernandez, the Sangguniang Bayan said: “After careful examination, scrutiny and review of the qualifications, records and experiences of the recommendee, the August Body finds the appointment meritorious and therefore interposes no objection to said appointment.”
Atty. Fernandez earned her Bachelor in Library and Information Science at Polytechnic University of the Philippines and Juris Doctor Degree at PHINMA University of Pangasinan.
The promotion of Municipal Government Department Head I (Human Resource Management Officer) was recently vacated due to the retirement of Mrs. Nora R. Zafra, the former HRMO.
The appointment of a new Municipal Human Resource Management Officer is vital to ensuring that the officials and employees in the bureaucracy are effective and efficient in the discharge of their duties and functions. (SB; SB)
