Idinaos noong Enero 23, 2025, sa Sangguniang Bayan (SB) Session Hall ang isang pampublikong pagdinig na tumalakay sa mga mahahalagang panukalang ordinansa na naglalayong mapabuti ang pamamahala at serbisyong pampubliko sa bayan.
Pinangunahan ni Konsehal Benjie de Vera, SBM Chairman ng Committee on Social Services, ang nasabing pagdinig.
Dumalo rin sina Konsehal Amory Junio, Konsehal Jose ‘Boy’ Ramos, Konsehal Philip Dumalanta, at Konsehal Martin Terrado II upang magbigay ng kanilang opinyon at suporta sa mga panukalang ordinansa.
Tinalakay sa naturang pagdinig ang mga sumusunod na ordinansa:
1. Draft Municipal Ordinance, Entitled: “The Substantive and Procedural Rules to Be Observed in Administrative Cases Filed Against Elective Barangay Officials and Elected Officials of Sangguniang Kabataan of the Municipality of Bayambang, Province of Pangasinan in Its Capacity as a Quasi-Judicial Body Pursuant to Section 60-68 of the Local Government Code of 1991 and Section 18 of the Sangguniang Kabataan Reform Act of 1995 and the Established Issuances and Jurisprudence on the Matter”
2. Draft Municipal Ordinance, Entitled: โAn Ordinance Prohibiting Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM) in the Municipality of Bayambang, Institutionalizing Programs for Its Prevention and Eradication and Providing Penalties Thereof, Thereafter Establishing a Supportive Environment for Child Victims, and Providing Funds Thereofโ
3. Draft Municipal Ordinance, Entitled: โAn Ordinance Creating a Coordinating and Monitoring Board to Provide Special Protection to Senior Citizens or Elderly Persons and Persons With Disabilities (PWDs) Against Discrimination, Abandonment, Negligence, and Other Similar Acts in the Municipality of Bayambang, Pangasinan, Providing Their Duties and Responsibilities, and for Other Purposesโ
4. Draft Municipal Ordinance, Entitled: โAn Ordinance Localizing Support to the Pantawid Pamilya Pilipino Program (4Ps) by Prioritizing and Committing to the Implementation of Programs and Delivery of Services for Active and Graduated/Exited Beneficiaries Through the Adoption of the Convergence Provision of Republic Act 11310 and the Social Case Management Process in the Municipality of Bayambang, Pangasinan, and for Other Purposesโ
Dinaluhan din ang pagdinig ng mga opisyal mula sa ibaโt ibang departamento ng lokal na pamahalaan upang magbigay-linaw at paliwanag sa mga panukala.
Kabilang sa mga resource persons na dumalo ay sina Atty. Melinda Rose R. Fernandez mula sa Municipal Legal Office; Ms. Kimberly P. Basco, Municipal Social Welfare and Development Officer; Ms. Marie Christine V. Bautista, Municipal Budget Officer; at Mr. Flexner M. de Vera, OIC-Municipal Accountant.
