      The full development of Bayambang as a first class Municipality demands the need for a clear vision of development which the entire community could rally behind. Fortunately, we now have a vision for our Municipality crafted by a group of executive-legislative and NGO’s representatives.

      While Bayambang is teeming with human and natural resources, much still remains to be done not only in terms of material and structural improvements but more so on the attitudinal and social dimensions of the development process.

      For a vision of development to prosper, there is a compelling need to reshape our mindset of development and move ahead collectively as a people, as a municipality and as a solidly united and caring community.

      The figure reflects the map of Bayambang beside the Seal of the Municipality for which I am at the forefront. It means that I take to my heart and to my mind the serious business of leading you, my Kababayan towards the attainment of our Vision. The two moving lines around our Municipal Map signify the continuing and dynamic process of reshaping our habits, attitudes, values and perspective for development.

      May I invite you then to help me dramatize it by lighting some candles to symbolize collective wisdom and enlightenment for all of us and the release of balloons to symbolize the loftiness of our vision and mission and the unlimited opportunities for growth.
