On Governance
Note: This performance area for Local Governance is more on the task of the legislative department c/o the Sangguniang Bayan thru the Honorable Vice-Mayor.
On Administration (Organizational, Administrative Management and Executive Leadership) Put into proper order the organizational structure of the Municipality by directing employees who were either previously detailed / re-assigned back to their mother office.
The office conducted an actual physical headcount of employees during the courtesy call of each office to determine whether there were those who only report during paydays. So far as of today, there are 131 regular employees and 49 on casual status. The number of employees on contractual status constantly varies over time. There are 15 local offices and 6 nationally operating government offices in our municipality.
For economy and practical purposes, the office has hired for the services of four (4) working consultants to the Office of the Mayor when it used to be eight (8) Consultants On Call during the previous administration.
Conducted weekly Flag Ceremony (every Monday) where all regular and casual employees including the Members of the Sangguniang Bayan are present. This Ceremony does not only foster nationalism and camaraderie but also an occasion to update the employees on the latest decision / regulations laid down by the administration. Each office takes turn in sponsoring the event.
To concretize the concept of transparency, I directed the posting of list of itemized fees on the front windows of Local Civil Registrar Office, Assessor's Office and Treasury Office for the protection and information of our Kababayan.
Put into order the messy traffic congestion in our main market / commercial thoroughfare by assigning several traffic aides to support our Police Traffic Officers.
Initiated and caused the approval of the Municipal Development and Investment Plan for 2008.
Constituted the “Task Force Market” which looked into stall ownership, cleanliness and sanitation and general upkeep and arrangement of vendors and their merchandize. Market guards were also hired for daytime and nighttime.
Coordinated with the National Statistics Office on the conduct of 4 – Day Seminar on Population Enumerators and the conduct of Population Census 2007 in the Municipality.
Coordinated the construction of the 5 – kilometers ADB-DAR-ARCP Funded “Farm-To-Market” Road Projects covering Barangays' Inanlorenza – Maigpa – Batangcaoa – Beleng – Balaybuaya with a total cost of P 16 M which is now 98% complete.
Initiated the construction of a new Engineering Building where plans of infrastructure projects would be subjected to detailed engineering study and analysis amounting to P 510,970.00 (95% complete).
Construction of perimeter fence behind the Municipal Hall and Landscaping of the Area with a cost of P 133,363.00 (100% completed).
Purchased (1) Unit Isuzu Mini-Dump Truck costing P 435,000.00.
Authorized the release of subsidies in the concreting of various barangay roads in the amount of P 645,195.00 including other subsidies to barangays in the amount of P 159,000.00.
Through the active role of the Local Government Operations Officer, Mrs. Dinah A. Pinlac , an Orientation Seminar for the Newly Elected Officials was held on August 2 – 3, 2007 and the Executive – Legislative Agenda Formulation Workshop was successfully conducted on September 26 – 28, 2007.
Directed the installation of several light posts along the Quezon Blvd. Area to protect the public especially the students attending night classes at PSU.
Initiated the improvement of lobby in the Mayor's Office, the Clerical Pool Office and the comfort rooms behind the Sanguniang Bayan Session Hall.
Submitted Resolutions to our Senators for the putting up of various projects in our Municipality, several of them have responded positively.
Attended an executive – legislative consultation dialogue with the group of Mr. Cesar T. Quiambao on some investment & job generation plans for the municipality (like putting up of garment factory, Land Transportation Satellite Office and identifying sites for business expansions).
On Social Services (Education, Health & Sanitation, Peace and Order / Safety, Social Welfare – Emergency Programs for the Youth, Elderly and People with Disabilities)
Through the Social Welfare Office with Mrs. Lerma Padagas, we have maintained 68 Barangay Day Care Centers where 1,712 Pre-School children attend Day Care Services daily.
Conducted advocacy on RA 9262 of 2004 otherwise known as the Anti-Violence Against Women and the Children's Act (VAWC) to three barangays.
Prepared 36 social case study reports for PCSO and hospital referrals.
Extended cash assistance to our Kababayan (indigents and individuals in crisis situation) numbering 277 of them with an amount release of P 189,800.00.
Through our Rural Health Units under Dr. Paz F. Vallo, the PhilHealth has accredited both RHU I and RHU II some simple Laboratory Procedures such as Urinalysis, Stool Exam, Complete Blood Count, Acid Fast Bacilli (AFB), Fasting Blood Sugar (F/RBS), Triglyceride and Cholesterol Determination.
Philhealth likewise accredited both RHU I and II the Treatments for Short Course Chemotherapy (TB DOTS).
With RHU as the lead office, the local government, together with the Sangguniang Bayan conducted series of KABISIG Editions featuring the package of various services thereby bringing the local government closer to serve the people in Barangays Dusoc, Batangcaoa and Pantol. There were 858 recipients of medical services, 1059 recipients of dental services and 88 recipients of circumcisions in all.
Initiated the total clean-up, dredging of canals and waterways in the public market to protect the health of the buying public.
Reconstituted the Municipal Disaster Management Coordinating Council and convened the members during its orientation meeting on August 10, 2007.
Reconstituted and reactivated the New Municipal School Board. The Board agreed on percentage sharing of its funds among schools and districts. Release of their share for the remaining period of the year has started.
Caused the donation of 50 wooden armchairs for use at the Bayambang National High School .
Reconstituted the New Municipal Health Board which formulates health plans / programs for the municipality.
Initiated the doubling of the budget for the Municipal Nutrition Council from One Hundred Thousand to Two Hundred Thousand Pesos to sustain the feeding program for malnourished children.
Initiated the repair and updating of accessories of 3-units of Municipal Ambulances . These units are all in excellent running condition.
The PNP Bayambang thru former Station Commander P/Supt. Rolie M. Saltat and now replaced by P/Supt. Romeo M. Caramat Jr., has been consistent in its campaign against criminality. Within the 3 - month period, it regularly conducted visibility patrolling, responded to all crime related incidents & apprehended traffic violators. It has a crime solution efficiency rate of 94.44% solving 17 out of 18 criminal cases arising in our town from July 1 to September 30, 2007. With an average monthly crime rate of 5.34 , this indicates that we are one of the very peaceful Municipalities in the province. Cattle-rustling is now a thing of the past.
In service to our people, our Municipal Library has been consistent in updating its book and periodical collections for our library users.
The Local Civil Registrar through Mrs. Sylvia M. Layacan has initiated the registration of various documents numbering 744 and has issued 1075 other documents and certifications for the period.
On Economic Development (Income Generation, Employment – Implement Tax Collection, Investment / Business, Agriculture and Fishery Enhancement)
With the first three months of our office, collections of taxes (such as real property tax, business, franchise, community and fees for inspection, secretary, building permit, registration of large cattle, parking, electrical permit and receipts for market and other miscellaneous fees) persistently initiated by the Treasury Office through Mrs. Luisita B. Danan have all registered a rate of Increase from a low of 5.0% to a high of 1,072.26% .
For example, comparing actual collections on weights and measures for July and August 2007 to that of the same period last year, there was an increase of 850% (from P 300.00 collected last year to P 2,850.00 collected during such period this year). Overall, comparing the actual collection of our Treasury Office in 3 months period from July – September 2007, collection was entered at P 3,657,515.25 while that of same period last year was P 2,232,140.48 or a difference of P 1,425,374.77. This indicates the serious campaign of this Administration to generate more income to fund vital projects.
The Assessor's Office through Mrs. Annie E. de Leon has persistently made assessment on real properties in 3-month period. Her office has determined assessed value of real properties worth Php 6,678,380.00. It has also discovered and revised properties for actual use through ocular inspections in 28 barangays with an assessed value of P 57.2 million due for payment starting early next year.
Recommended some of our Kababayan job applicants in the different agencies and companies like transport, department stores, PNP service and many others.
Initiated the drilling / boring of shallow tube well near the Municipal slaughterhouse.
Through the Municipal Agriculture Office under Mr. Delfin Bravo, Municipal Agricultural Officer, the local government has distributed Hybrid Rice Seeds of 1,000 bags benefiting 1,215 farmers , while In-bred Rice Seed totaling 1,650 bags were distributed to 1,065 farmers.
The Agriculture Office likewise rendered services on health care and disease prevention of animals by conducting vaccination of 402 heads of cattle, 193 heads of dog, and castration of 43 cattles, castration of 163 piglets, treatment of 27 cattles and 42 swines for the period.
Distributed 50,000 Tilapia fingerlings among small and medium fishpond operators.
Initiated the conduct of 2 seminar – trainings ( one for the 130 onion growers / farmers in cooperation with PhilRICE and CLSU Nueva Ecija and another for the use of Drip Irrigation technology for Onion and Corn which was attended by 25 farmers ).
On Environmental Management (Solid Waste Management & Other Ecological Concerns)
Re-activated & re-energized the implementation of Municipal Ordinance No 7 series of 2000 on Anti-Littering in all public places in the Poblacion area.
Started negotiations on the purchase of lot for the establishment of Material Recovery Facilities to finally resolve the garbage problem of the Municipality.
Conducted series of Orientation Seminars thru Hon. Councilor Crisostomo M. Bato on the implementing guidelines of RA 9003 – the Solid Waste Management Act of 2000.
Initiated the dozing and backfilling of garbage materials at the former Municipal Garbage Dumpsite at Brgy. Dusoc, Bayambang, Pangasinan.
Initiated the cleaning and de-silting of canals around the poblacion area (partially implemented).
Regularly maintained the cleaning, collection and hauling of garbage within and around market and poblacion area.
Entered into Memorandum of Agreement (MOA) with PSU- Bayambang for the establishment of a Municipal Nursery. Negotiations are also on-going to establish another municipal nursery within the perimeter of the Bayambang District Hospital thru Dr. Nicolas O. Miguel.
